For over 14 years, the charitable organization “All-Ukrainian Network of People Living with HIV/AIDS” in Lviv has been a key provider of social services for vulnerable populations in the Lviv region. As part of our projects, we provide social services to HIV-positive people, people with tuberculosis, people who inject drugs, people who are in and/or have been released from prison, and people with palliative care needs.
One of the priority areas of the organization’s activities as a key representative of the public sector in implementing the Plan for the transition from donor to state funding in the Lviv region is the implementation of active advocacy campaigns to attract budget funds to provide high-quality medical and social support to our clients from particularly vulnerable groups of the population. Starting in 2015, we began the process of lobbying for budget funding to provide services to the organization’s target groups, and for five years now, we have been partially providing them with services using local budget funds. The result of the five-year budget advocacy campaign is the continued allocation of local and national budget funds to provide services to the organization’s clients.

Areas of activity

Our main task is to work to overcome the HIV/AIDS and tuberculosis epidemics in the Lviv region and in Ukraine as a whole by ensuring that all people in need have consistent access to social services. To achieve this goal, we have lobbied for the provision of premises on preferential terms at 217 Lychakivska Street, Lviv, where we plan to establish a counseling center for socially vulnerable groups, including people with tuberculosis.
